yes you are right. I was really inspired by the green white and muted brown color combination and theres this app in it. It uses a side bar for title. I took that idea and played with it. Added ribbon in there and made all these simple flat white icons
Metro is not crap. Its pretty amazing. The thing is they need a replacment for the desktop Aero UI. This is for that.
Metro itself is brilliant and it can even be executed on Desktop. Take a look at my other concepts. Metro Desktop App concepts. Its just that microsoft arent taking that direction so im just showing how the ribbon can be implemented in a more asthetic fashion.
I love the right panel. Simple clean work + those icons look awesome. Another thing that caught my eyes was the way you display the adressbar status. If there would be option to make it look like an easy infogram like that, it would be awesome. One thing I dont quite get is the placement of caption. Why not making it behind the right panel? Just a simple Double card UI... Anyway its a pleasure to look at this kind of mockups..
I really like the right panel. In a way, this kind of remind me the way the Mac Finder deals with options, it has not the same shape of course but it sum up the basic options to customize the Finder, something you can't find with the Explorer. And it's a complete shame in 2012, at the age of Smartphones, not to have a simple panel like the one you show here, with simple customization options for the Explorer. And here it would be a ribbon that I like, with the copy/past etc... options for those wanted it, but also a "Customize" option or something like that, to change the view, the size of icons, the way files are displayed, what options to show below, the background, the order, etc... All in a very simple panel.

I really enjoy your mockups, it's always inspiring to see the ideas of others and make me want to do more. Someone should definitely give you a Dribbble invite, I'll make a rebound of it ^^
